Origin story

At one time the Buddha was staying at Sāvatthī in the Jeta Grove, Anāthapiṇḍika’s Monastery. Tena samayena buddho bhagavā sāvatthiyaṁ viharati jetavane anāthapiṇḍikassa ārāme. At that time Venerable Udāyī was staying in the wilderness. Tena kho pana samayena āyasmā udāyī araññe viharati. He had a beautiful dwelling with a room in the middle and corridors on all sides. Tassāyasmato vihāro abhirūpo hoti dassanīyo pāsādiko, majjhegabbho, samantāpariyāgāro, The bed and bench were nicely made up, supaññattaṁ mañcapīṭhaṁ bhisibibbohanaṁ, and the water for drinking and the water for washing were ready for use. pānīyaṁ paribhojanīyaṁ sūpaṭṭhitaṁ, The yards were well swept. pariveṇaṁ susammaṭṭhaṁ. Many people came to see Udāyī’s dwelling, Bahū manussā āyasmato udāyissa vihārapekkhakā āgacchanti.

among them a certain brahmin and his wife. They approached Udāyī and said, Aññataropi brāhmaṇo sapajāpatiko yenāyasmā udāyī tenupasaṅkami; upasaṅkamitvā āyasmantaṁ udāyiṁ etadavoca—“Venerable, we would like to see your dwelling.” “icchāma mayaṁ bhoto udāyissa vihāraṁ pekkhitun”ti.

“Well then, brahmin, please do.” “Tena hi, brāhmaṇa, pekkhassū”ti,

Udāyī took the key, lifted the latch, opened the door, and entered the dwelling. avāpuraṇaṁ ādāya ghaṭikaṁ ugghāṭetvā kavāṭaṁ paṇāmetvā vihāraṁ pāvisi. The brahmin entered after him Sopi kho brāhmaṇo āyasmato udāyissa piṭṭhito pāvisi. and then the brahmin lady. Sāpi kho brāhmaṇī tassa brāhmaṇassa piṭṭhito pāvisi. Opening some windows and closing others, Udāyī walked around the inner room and came up behind the brahmin lady, touching her all over. Atha kho āyasmā udāyī ekacce vātapāne vivaranto ekacce vātapāne thakento gabbhaṁ anuparigantvā piṭṭhito āgantvā tassā brāhmaṇiyā aṅgamaṅgāni parāmasi. Then the brahmin thanked Udāyī and left. Atha kho so brāhmaṇo āyasmatā udāyinā saddhiṁ paṭisammoditvā agamāsi.

And he expressed his delight, Atha kho so brāhmaṇo attamano attamanavācaṁ nicchāresi—“These Sakyan monastics who live in the wilderness are superb. “uḷārā ime samaṇā sakyaputtiyā ye ime evarūpe araññe viharanti. Venerable Udāyī is superb!” Bhavampi udāyī uḷāro yo evarūpe araññe viharatī”ti.

But the brahmin lady said, Evaṁ vutte, sā brāhmaṇī taṁ brāhmaṇaṁ etadavoca—“What’s superb about him? “kuto tassa uḷārattatā. He touched me all over just like you do.” Yatheva me tvaṁ aṅgamaṅgāni parāmasi evameva me samaṇo udāyī aṅgamaṅgāni parāmasī”ti.

The brahmin then complained and criticized him, Atha kho so brāhmaṇo ujjhāyati khiyyati vipāceti—“These Sakyan monastics are shameless and immoral liars. “alajjino ime samaṇā sakyaputtiyā dussīlā musāvādino. They claim to have integrity, to be celibate and of good conduct, to be truthful, moral, and good. Ime hi nāma dhammacārino samacārino brahmacārino saccavādino sīlavanto kalyāṇadhammā paṭijānissanti. But they don’t have the good character of a monastic or a brahmin. Natthi imesaṁ sāmaññaṁ natthi imesaṁ brahmaññaṁ, naṭṭhaṁ imesaṁ sāmaññaṁ naṭṭhaṁ imesaṁ brahmaññaṁ, They’ve lost the plot! kuto imesaṁ sāmaññaṁ kuto imesaṁ brahmaññaṁ, apagatā ime sāmaññā apagatā ime brahmaññā. How could the ascetic Udāyī touch my wife all over? Kathañhi nāma samaṇo udāyī mama bhariyāya aṅgamaṅgāni parāmasissati. It’s not possible to go to a monastery or a monk’s dwelling with a wife from a respectable family, or with a daughter, a girl, a daughter-in-law, or a female slave from a respectable family. Na hi sakkā kulitthīhi kuladhītāhi kulakumārīhi kulasuṇhāhi kuladāsīhi ārāmaṁ vā vihāraṁ vā gantuṁ. If you do, the Sakyan monastics might molest them.” Sace kulitthiyo kuladhītaro kulakumāriyo kulasuṇhāyo kuladāsiyo ārāmaṁ vā vihāraṁ vā gaccheyyuṁ, tāpi samaṇā sakyaputtiyā dūseyyun”ti.

The monks heard the criticism of that brahmin. Assosuṁ kho bhikkhu tassa brāhmaṇassa ujjhāyantassa khiyyantassa vipācentassa. The monks of few desires complained and criticized Udāyī, Ye te bhikkhū appicchā …pe… te ujjhāyanti khiyyanti vipācenti—“How could Venerable Udāyī make physical contact with a woman?” “kathañhi nāma āyasmā udāyī mātugāmena saddhiṁ kāyasaṁsaggaṁ samāpajjissatī”ti.

They told the Buddha. Atha kho te bhikkhū āyasmantaṁ udāyiṁ anekapariyāyena vigarahitvā bhagavato etamatthaṁ ārocesuṁ. He then had the Sangha gathered and questioned Udāyī: Atha kho bhagavā etasmiṁ nidāne etasmiṁ pakaraṇe bhikkhusaṅghaṁ sannipātāpetvā āyasmantaṁ udāyiṁ paṭipucchi—

“Is it true, Udāyī, that you did this?” “saccaṁ kira tvaṁ, udāyi, mātugāmena saddhiṁ kāyasaṁsaggaṁ samāpajjasī”ti?

“It’s true, sir.” “Saccaṁ, bhagavā”ti.

The Buddha rebuked him, Vigarahi buddho bhagavā—“Foolish man, it’s not suitable, it’s not proper, it’s not worthy of a monastic, it’s not allowable, it’s not to be done. “ananucchavikaṁ, moghapurisa, ananulomikaṁ appatirūpaṁ assāmaṇakaṁ akappiyaṁ akaraṇīyaṁ. How could you do this? Kathañhi nāma tvaṁ, moghapurisa, mātugāmena saddhiṁ kāyasaṁsaggaṁ samāpajjissasi. Haven’t I given many teachings for the sake of dispassion, not for the sake of passion … Nanu mayā, moghapurisa, anekapariyāyena virāgāya dhammo desito no sarāgāya …pe… the stilling of the fevers of worldly pleasures? kāmapariḷāhānaṁ vūpasamo akkhāto. This will affect people’s confidence …” … Netaṁ, moghapurisa, appasannānaṁ vā pasādāya …pe… “And, monks, this training rule should be recited like this: evañca pana, bhikkhave, imaṁ sikkhāpadaṁ uddiseyyātha—

Final ruling

‘If a monk, overcome by lust and with a distorted mind, makes physical contact with a woman—holding her hand or hair, or touching any part of her body—he commits an offense entailing suspension.’” “Yo pana bhikkhu otiṇṇo vipariṇatena cittena mātugāmena saddhiṁ kāyasaṁsaggaṁ samāpajjeyya hatthaggāhaṁ vā veṇiggāhaṁ vā aññatarassa vā aññatarassa vā aṅgassa parāmasanaṁ, saṅghādiseso”ti.

2. The training rule on physical contact

Origin story

At one time the Buddha was staying at Sāvatthī in the Jeta Grove, Anāthapiṇḍika’s Monastery. At that time Venerable Udāyī was staying in the wilderness. He had a beautiful dwelling with a room in the middle and corridors on all sides. The bed and bench were nicely made up, and the water for drinking and the water for washing were ready for use. The yards were well swept. Many people came to see Udāyī’s dwelling,

among them a certain brahmin and his wife. They approached Udāyī and said, “Venerable, we would like to see your dwelling.”

“Well then, brahmin, please do.”

Udāyī took the key, lifted the latch, opened the door, and entered the dwelling. The brahmin entered after him and then the brahmin lady. Opening some windows and closing others, Udāyī walked around the inner room and came up behind the brahmin lady, touching her all over. Then the brahmin thanked Udāyī and left.

And he expressed his delight, “These Sakyan monastics who live in the wilderness are superb. Venerable Udāyī is superb!”

But the brahmin lady said, “What’s superb about him? He touched me all over just like you do.”

The brahmin then complained and criticized him, “These Sakyan monastics are shameless and immoral liars. They claim to have integrity, to be celibate and of good conduct, to be truthful, moral, and good. But they don’t have the good character of a monastic or a brahmin. They’ve lost the plot! How could the ascetic Udāyī touch my wife all over? It’s not possible to go to a monastery or a monk’s dwelling with a wife from a respectable family, or with a daughter, a girl, a daughter-in-law, or a female slave from a respectable family. If you do, the Sakyan monastics might molest them.”

The monks heard the criticism of that brahmin. The monks of few desires complained and criticized Udāyī, “How could Venerable Udāyī make physical contact with a woman?”

They told the Buddha. He then had the Sangha gathered and questioned Udāyī:

“Is it true, Udāyī, that you did this?”

“It’s true, sir.”

The Buddha rebuked him, “Foolish man, it’s not suitable, it’s not proper, it’s not worthy of a monastic, it’s not allowable, it’s not to be done. How could you do this? Haven’t I given many teachings for the sake of dispassion, not for the sake of passion … the stilling of the fevers of worldly pleasures? This will affect people’s confidence …” … “And, monks, this training rule should be recited like this:
