9. The second training rule on anger 9. Dutiyaduṭṭhadosasikkhāpada

Origin story

At one time when the Buddha was staying at Rājagaha in the Bamboo Grove, Tena samayena buddho bhagavā rājagahe viharati veįø·uvane kalandakanivāpe. the monks Mettiya and BhÅ«majaka were descending from the Vulture Peak when they saw two goats copulating. Tena kho pana samayena mettiyabhÅ«majakā bhikkhÅ« gijjhakūṭā pabbatā orohantā addasaṁsu chagalakaṁ ajikāya vippaį¹­ipajjantaṁ. They said to each other, Disvāna evamāhaṁsuā€”ā€œLet’s give the he-goat the name Dabba the Mallian ā€œhanda mayaṁ, āvuso, imaṁ chagalakaṁ dabbaṁ mallaputtaṁ nāma karoma. and the she-goat the name Mettiyā the nun. Imaṁ ajikaṁ mettiyaṁ nāma bhikkhuniṁ karoma. We can then say, Evaṁ mayaṁ voharissāma. ā€˜Previously we spoke of what we had heard, Pubbe mayaṁ, āvuso, dabbaṁ mallaputtaṁ sutena avocumhā. but now we’ve seen Dabba copulating with the nun Mettiyā.ā€™ā€ Idāni pana amhehi sāmaṁ diį¹­į¹­ho mettiyāya bhikkhuniyā vippaį¹­ipajjantoā€ti. They then gave them those names Te taṁ chagalakaṁ dabbaṁ mallaputtaṁ nāma akaṁsu. Taṁ ajikaṁ mettiyaṁ nāma bhikkhuniṁ akaṁsu. and told the monks, Te bhikkhÅ«naṁ ārocesuį¹ā€”ā€œPreviously we spoke of what we had heard, ā€œpubbe mayaṁ, āvuso, dabbaṁ mallaputtaṁ sutena avocumhā. but now we’ve seen Dabba copulating with the nun Mettiyā.ā€ Idāni pana amhehi sāmaṁ diį¹­į¹­ho mettiyāya bhikkhuniyā vippaį¹­ipajjantoā€ti.

The monks replied, BhikkhÅ« evamāhaṁsuā€”ā€œDon’t say such things. ā€œmāvuso, evaṁ avacuttha. Venerable Dabba wouldn’t do that.ā€ Nāyasmā dabbo mallaputto evaṁ karissatÄ«ā€ti.

The monks told the Buddha. Atha kho te bhikkhÅ« bhagavato etamatthaṁ ārocesuṁ. Soon afterwards the Buddha had the Sangha gathered and questioned Dabba: Atha kho bhagavā etasmiṁ nidāne etasmiṁ pakaraṇe bhikkhusaį¹…ghaṁ sannipātāpetvā āyasmantaṁ dabbaṁ mallaputtaṁ paį¹­ipucchiā€”ā€œDabba, do you remember doing as these monks say?ā€ ā€œsarasi tvaṁ, dabba, evarÅ«paṁ kattā yathayime bhikkhÅ« āhaṁsÅ«ā€ti?

ā€œSir, you know what I’m like.ā€ ā€œYathā maṁ, bhante, bhagavā jānātÄ«ā€ti.

A second Dutiyampi kho bhagavā …pe… and a third time the Buddha asked tatiyampi kho bhagavā āyasmantaṁ dabbaṁ mallaputtaṁ etadavoca—the same question ā€œsarasi tvaṁ, dabba, evarÅ«paṁ kattā yathayime bhikkhÅ« āhaṁsÅ«ā€ti? and got the same response. ā€œYathā maṁ, bhante, bhagavā jānātÄ«ā€ti. He then said, ā€œDabba, the Dabbas don’t give such evasive answers. ā€œNa kho, dabba, dabbā evaṁ nibbeį¹­henti. If it was done by you, say so; Sace tayā kataṁ katanti vadehi, if it wasn’t done by you, then say that.ā€ sace tayā akataṁ akatanti vadehÄ«ā€ti.

ā€œSince I was born, sir, I don’t recall having sexual intercourse even in a dream, let alone when awake.ā€ ā€œYato ahaṁ, bhante, jāto nābhijānāmi supinantenapi methunadhammaṁ paį¹­isevitā, pageva jāgaroā€ti.

ā€œWell then, monks, call those monks to account.ā€ Atha kho bhagavā bhikkhÅ« āmantesiā€”ā€œtena hi, bhikkhave, ime bhikkhÅ« anuyuƱjathÄā€ti. And the Buddha got up from his seat and entered his dwelling. Idaṁ vatvā bhagavā uį¹­į¹­hāyāsanā vihāraṁ pāvisi.

The monks then questioned Mettiya and BhÅ«majaka, who told them what had happened. Atha kho te bhikkhÅ« mettiyabhÅ«majake bhikkhÅ« anuyuƱjiṁsu. The monks said, Te bhikkhÅ«hi anuyuƱjÄ«yamānā bhikkhÅ«naṁ etamatthaṁ ārocesuį¹ā€”ā€œSo did you charge Venerable Dabba with an offense entailing expulsion, using an unrelated legal issue as a pretext?ā€ ā€œkiṁ pana tumhe, āvuso, āyasmantaṁ dabbaṁ mallaputtaṁ aƱƱabhāgiyassa adhikaraṇassa kiƱci desaṁ lesamattaṁ upādāya pārājikena dhammena anuddhaṁsethÄā€ti?

ā€œYes.ā€ ā€œEvamāvusoā€ti.

The monks of few desires complained and criticized them, Ye te bhikkhÅ« appicchā …pe… te ujjhāyanti khiyyanti vipācentiā€”ā€œHow could Mettiya and BhÅ«majaka charge Venerable Dabba with an offense entailing expulsion, using an unrelated legal issue as a pretext?ā€ ā€œkathaƱhi nāma mettiyabhÅ«majakā bhikkhÅ« āyasmantaṁ dabbaṁ mallaputtaṁ aƱƱabhāgiyassa adhikaraṇassa kiƱci desaṁ lesamattaṁ upādāya pārājikena dhammena anuddhaṁsessantÄ«ā€ti.

They rebuked those monks in many ways and then told the Buddha. Soon afterwards he had the Sangha gathered and questioned those monks: Atha kho te bhikkhÅ« mettiyabhÅ«majake bhikkhÅ« anekapariyāyena vigarahitvā bhagavato etamatthaṁ ārocesuṁ …pe… ā€œIs it true, monks, that you did this?ā€ ā€œsaccaṁ kira tumhe, bhikkhave, dabbaṁ mallaputtaṁ aƱƱabhāgiyassa adhikaraṇassa kiƱci desaṁ lesamattaṁ upādāya pārājikena dhammena anuddhaṁsethÄā€ti?

ā€œIt’s true, sir.ā€ ā€œSaccaṁ, bhagavÄā€ti.

The Buddha rebuked them … Vigarahi buddho bhagavā …pe… ā€œFoolish men, how could you do this? ā€œkathaƱhi nāma tumhe, moghapurisā, dabbaṁ mallaputtaṁ aƱƱabhāgiyassa adhikaraṇassa kiƱci desaṁ lesamattaṁ upādāya pārājikena dhammena anuddhaṁsessatha. This will affect people’s confidence ā€¦ā€ … Netaṁ, moghapurisā, appasannānaṁ vā pasādāya …pe… ā€œAnd, monks, this training rule should be recited like this: evaƱca pana, bhikkhave, imaṁ sikkhāpadaṁ uddiseyyātha—

Final ruling

ā€˜If a monk who is angry and displeased, uses an unrelated legal issue as a pretext to charge a monk with an offense entailing expulsion, aiming to make him leave the monastic life, ā€œYo pana bhikkhu bhikkhuṁ duį¹­į¹­ho doso appatÄ«to aƱƱabhāgiyassa adhikaraṇassa kiƱci desaṁ lesamattaṁ upādāya pārājikena dhammena anuddhaṁseyya— ā€˜appeva nāma naṁ imamhā brahmacariyā cāveyyan’ti. and then after some time, whether he is questioned or not, it is clear that the legal issue is unrelated and was used as a pretext, and he admits to his ill will, he commits an offense entailing suspension.ā€™ā€ Tato aparena samayena samanuggāhÄ«yamāno vā asamanuggāhÄ«yamāno vā aƱƱabhāgiyaƱceva taṁ adhikaraṇaṁ hoti koci deso lesamatto upādinno, bhikkhu ca dosaṁ patiį¹­į¹­hāti, saį¹…ghādisesoā€ti.

Uses as a pretext: Kiñci desaṁ lesamattaṁ upādāyāti

A pretext: there are ten kinds of pretext—the pretext of caste, the pretext of name, the pretext of family, the pretext of characteristic, the pretext of offense, the pretext of almsbowl, the pretext of robe, the pretext of preceptor, the pretext of teacher, the pretext of dwelling. leso nāma dasa lesā— jātileso, nāmaleso, gottaleso, liį¹…galeso, āpattileso, pattaleso, cÄ«varaleso, upajjhāyaleso, ācariyaleso, senāsanaleso.

  1. The pretext of caste: Jātileso nāma a monk sees an aristocrat committing an offense entailing expulsion. khattiyo diį¹­į¹­ho hoti pārājikaṁ dhammaṁ ajjhāpajjanto. If he then accuses another aristocrat, saying, AƱƱaṁ khattiyaṁ passitvā codetiā€”ā€œI’ve seen an aristocrat. ā€œkhattiyo mayā diį¹­į¹­ho. You’ve committed an offense entailing expulsion. Pārājikaṁ dhammaṁ ajjhāpannosi, You’re not an ascetic, not a Sakyan monastic. assamaṇosi, asakyaputtiyosi, You’re excluded from the observance-day ceremony, from the invitation ceremony, and from the legal procedures of the Sangha,ā€ natthi tayā saddhiṁ uposatho vā pavāraṇā vā saį¹…ghakammaṁ vÄā€ti, he commits an offense entailing suspension for each statement. āpatti vācāya, vācāya saį¹…ghādisesassa. If he then accuses another light-skinned person, saying, AƱƱaṁ odātaṁ passitvā codetiā€”ā€œI’ve seen a light-skinned person. ā€œodāto mayā diį¹­į¹­ho. You’ve committed an offense entailing expulsion. The pretext of almsbowl: Pattaleso nāma a monk sees someone carrying an iron bowl … lohapattadharo diį¹­į¹­ho hoti …pe… a black clay bowl … sāṭakapattadharo diį¹­į¹­ho hoti …pe… an ordinary clay bowl committing an offense entailing expulsion. sumbhakapattadharo diį¹­į¹­ho hoti pārājikaṁ dhammaṁ ajjhāpajjanto. If he then accuses another person carrying an ordinary clay bowl, saying, AƱƱaṁ sumbhakapattadharaṁ passitvā codetiā€”ā€œI’ve seen someone carrying an ordinary clay bowl. ā€œsumbhakapattadharo mayā diį¹­į¹­ho. You’ve committed an offense entailing expulsion. If he then accuses another person wearing robes given by householders, saying, AƱƱaṁ gahapaticÄ«varadharaṁ passitvā codetiā€”ā€œI’ve seen someone wearing robes given by householders. ā€œgahapaticÄ«varadharo mayā diį¹­į¹­ho. You’ve committed an offense entailing expulsion. You’re not an ascetic, not a Sakyan monastic. ā€¦ā€ Pārājikaṁ dhammaṁ ajjhāpannosi, assamaṇosi, asakyaputtiyosi …pe… he commits an offense entailing suspension for each statement. āpatti vācāya, vācāya saį¹…ghādisesassa.

The pretext of preceptor: Upajjhāyaleso nāma a monk sees a student of so-and-so committing an offense entailing expulsion. itthannāmassa saddhivihāriko diį¹­į¹­ho hoti pārājikaṁ dhammaṁ ajjhāpajjanto. If he then accuses another student of that person, saying, AƱƱaṁ itthannāmassa saddhivihārikaṁ passitvā codetiā€”ā€œI’ve seen the student of so-and-so. ā€œitthannāmassa saddhivihāriko mayā diį¹­į¹­ho. You’ve committed an offense entailing expulsion.   9. The pretext of teacher: Ācariyaleso nāma a monk sees a pupil of so-and-so committing an offense entailing expulsion. itthannāmassa antevāsiko diį¹­į¹­ho hoti pārājikaṁ dhammaṁ ajjhāpajjanto. If he then accuses another pupil of that person, saying, AƱƱaṁ itthannāmassa antevāsikaṁ passitvā codetiā€”ā€œI’ve seen the pupil of so-and-so. ā€œitthannāmassa antevāsiko mayā diį¹­į¹­ho. You’ve committed an offense entailing expulsion. The pretext of dwelling: Senāsanaleso nāma a monk sees one who dwells in such-and-such a dwelling committing an offense entailing expulsion. itthannāmasenāsanavāsiko diį¹­į¹­ho hoti pārājikaṁ dhammaṁ ajjhāpajjanto. Non-offenses

There is no offense: Anāpatti—if he accuses or has someone accused in accordance with his own perception; tathāsaƱƱī codeti vā codāpeti vā, if he is insane; ummattakassa, if he is the first offender. ādikammikassāti.
