The training rule on royal houses 41. Rājāgārasikkhāpada

Origin story

At one time when the Buddha was staying at Sāvatthī in Anāthapiṇḍika’s Monastery, Tena samayena buddho bhagavā sāvatthiyaṁ viharati jetavane anāthapiṇḍikassa ārāme. artwork had been installed in the pleasure house in King Pasenadi of Kosala’s park. Tena kho pana samayena rañño pasenadissa kosalassa uyyāne cittāgāre paṭibhānacittaṁ kataṁ hoti. Many people visited the pleasure house, Bahū manussā cittāgāraṁ dassanāya gacchanti. as did the nuns from the group of six. Chabbaggiyāpi bhikkhuniyo cittāgāraṁ dassanāya agamaṁsu. People complained and criticized them, Manussā ujjhāyanti khiyyanti vipācenti—“How can nuns visit a pleasure house? They’re just like householders who indulge in worldly pleasures!” “kathañhi nāma bhikkhuniyo cittāgāraṁ dassanāya gacchissanti, seyyathāpi gihiniyo kāmabhoginiyo”ti.

The nuns heard the complaints of those people, Assosuṁ kho bhikkhuniyo tesaṁ manussānaṁ ujjhāyantānaṁ khiyyantānaṁ vipācentānaṁ. and the nuns of few desires complained and criticized them, Yā tā bhikkhuniyo appicchā …pe… tā ujjhāyanti khiyyanti vipācenti—“How could the nuns from the group of six do this?” … “kathañhi nāma chabbaggiyā bhikkhuniyo cittāgāraṁ dassanāya gacchissantī”ti …pe… “Is it true, monks, that those nuns did this?” “saccaṁ kira, bhikkhave, chabbaggiyā bhikkhuniyo cittāgāraṁ dassanāya gacchantī”ti?

“It’s true, Sir.” “Saccaṁ, bhagavā”ti.

The Buddha rebuked them … Vigarahi buddho bhagavā …pe… “How could the nuns from the group of six do this? kathañhi nāma, bhikkhave, chabbaggiyā bhikkhuniyo cittāgāraṁ dassanāya gacchissanti. This will affect people’s confidence …” … Netaṁ, bhikkhave, appasannānaṁ vā pasādāya …pe… “And, monks, the nuns should recite this training rule like this: evañca pana, bhikkhave, bhikkhuniyo imaṁ sikkhāpadaṁ uddisantu—

Final ruling

‘If a nun visits a royal house or a pleasure house or a park or a garden or a lotus pond, she commits an offense entailing confession.’” “Yā pana bhikkhunī rājāgāraṁ vā cittāgāraṁ vā ārāmaṁ vā uyyānaṁ vā pokkharaṇiṁ vā dassanāya gaccheyya, pācittiyan”ti.

A royal house: Rājāgāraṁ nāma
wherever one has been built for a king to entertain and enjoy himself. yattha katthaci rañño kīḷituṁ ramituṁ kataṁ hoti.
A pleasure house: Cittāgāraṁ nāma
wherever one has been built for a people to entertain and enjoy themselves. yattha katthaci manussānaṁ kīḷituṁ ramituṁ kataṁ hoti.
A park: Ārāmo nāma
wherever one has been made for a people to entertain and enjoy themselves. yattha katthaci manussānaṁ kīḷituṁ ramituṁ kato hoti.
A garden: Uyyānaṁ nāma
wherever one has been made for a people to entertain and enjoy themselves. yattha katthaci manussānaṁ kīḷituṁ ramituṁ kataṁ hoti.
A lotus pond: Pokkharaṇī nāma
wherever one has been made for a people to entertain and enjoy themselves. yattha katthaci manussānaṁ kīḷituṁ ramituṁ katā hoti.

If she is on her way to visit them, she commits an offense of wrong conduct. Dassanāya gacchati, āpatti dukkaṭassa. Wherever she stands to see them, she commits an offense entailing confession. Yattha ṭhitā passati, āpatti pācittiyassa. Every time she goes beyond the range of sight and then sees them again, she commits an offense entailing confession. Dassanūpacāraṁ vijahitvā punappunaṁ passati, āpatti pācittiyassa.

If she is on her way to visit any one of them, she commits an offense of wrong conduct. Ekamekaṁ dassanāya gacchati, āpatti dukkaṭassa. Wherever she stands to see it, she commits an offense entailing confession. Yattha ṭhitā passati, āpatti pācittiyassa. Every time she goes beyond the range of sight and then sees it again, she commits an offense entailing confession. Dassanūpacāraṁ vijahitvā punappunaṁ passati, āpatti pācittiyassa.

Non-offenses

There is no offense: Anāpatti—if she sees it while remaining in a monastery; ārāme ṭhitā passati, if she sees it while coming or going; gacchantī vā āgacchantī vā passati, if she goes when there is something to be done and then sees it; sati karaṇīye gantvā passati, if there is an emergency; āpadāsu, if she is insane; ummattikāya, if she is the first offender. ādikammikāyāti.
