The training rule on not wearing a chest wrap 96. Asaṅkaccikasikkhāpada

Origin story

At one time when the Buddha was staying at Sāvatthī in Anāthapiṇḍika’s Monastery, Tena samayena buddho bhagavā sāvatthiyaṁ viharati jetavane anāthapiṇḍikassa ārāme. a nun had gone to the village for alms without wearing her chest wrap. Tena kho pana samayena aññatarā bhikkhunī asaṅkaccikā gāmaṁ piṇḍāya pāvisi. While she was walking along a street, a whirlwind lifted up her upper robes. Tassā rathikāya vātamaṇḍalikā saṅghāṭiyo ukkhipiṁsu. People shouted out, Manussā ukkuṭṭhiṁ akaṁsu—“She has beautiful breasts and belly!” “sundarā ayyāya thanudarā”ti. Because she was teased by those people, she felt humiliated. Sā bhikkhunī tehi manussehi uppaṇḍiyamānā maṅku ahosi.

After returning to the nuns’ dwelling place, she told the nuns what had happened. Atha kho sā bhikkhunī upassayaṁ gantvā bhikkhunīnaṁ etamatthaṁ ārocesi. The nuns of few desires complained and criticized her, Yā tā bhikkhuniyo appicchā …pe… tā ujjhāyanti khiyyanti vipācenti—“How could a nun enter an inhabited area without wearing her chest wrap?” … “kathañhi nāma bhikkhunī asaṅkaccikā gāmaṁ pavisissatī”ti …pe… “Is it true, monks, that a nun did this?” “saccaṁ kira, bhikkhave, bhikkhunī asaṅkaccikā gāmaṁ pāvisī”ti?

“It’s true, Sir.” “Saccaṁ, bhagavā”ti.

The Buddha rebuked her … Vigarahi buddho bhagavā …pe… “How could a nun do this? kathañhi nāma, bhikkhave, bhikkhunī asaṅkaccikā gāmaṁ pavisissati. This will affect people’s confidence …” … Netaṁ, bhikkhave, appasannānaṁ vā pasādāya …pe… “And, monks, the nuns should recite this training rule like this: evañca pana, bhikkhave, bhikkhuniyo imaṁ sikkhāpadaṁ uddisantu—

Final ruling

‘If a nun enters an inhabited area without wearing her chest wrap, she commits an offense entailing confession.’” “Yā pana bhikkhunī asaṅkaccikā gāmaṁ paviseyya, pācittiyan”ti.

Chest wrap: Saṅkaccikaṁ nāma
it is for the purpose of concealing the body below the collar bone and above the navel. adhakkhakaṁ ubbhanābhi, tassa paṭicchādanatthāya.
Enters an inhabited area: Gāmaṁ paviseyyāti
if she crosses the boundary of an enclosed inhabited area, she commits an offense entailing confession. parikkhittassa gāmassa parikkhepaṁ atikkāmentiyā āpatti pācittiyassa. If she enters the vicinity of an unenclosed inhabited area, she commits an offense entailing confession. Aparikkhittassa gāmassa upacāraṁ okkamantiyā āpatti pācittiyassa.

Non-offenses

There is no offense: Anāpatti—if her robe is stolen; acchinnacīvarikāya, if her robe is lost; naṭṭhacīvarikāya, if she is sick; gilānāya, if she is not mindful; assatiyā, if she does not know; ajānantiyā, if there is an emergency; āpadāsu, if she is insane; ummattikāya, if she is the first offender. ādikammikāyāti.

The thirteenth training rule is finished. Terasamasikkhāpadaṁ niṭṭhitaṁ.

“Venerables, the one hundred and sixty-six rules on confession have been recited. Uddiṭṭhā kho, ayyāyo, chasaṭṭhisatā pācittiyā dhammā. In regard to this I ask you, Tatthāyyāyo pucchāmi—‘Are you pure in this?’ “kaccittha parisuddhā”? A second time I ask, Dutiyampi pucchāmi—‘Are you pure in this?’ “kaccittha parisuddhā”? A third time I ask, Tatiyampi pucchāmi—‘Are you pure in this?’ “kaccittha parisuddhā”? You are pure in this and therefore silent. I’ll remember it thus.” Parisuddhetthāyyāyo, tasmā tuṇhī, evametaṁ dhārayāmīti.
