1. Training rules laid down in seven towns 1. Sattanagaresupaññattasikkhāpada

“Arranging your robe over one shoulder, “Ekaṁsaṁ cīvaraṁ katvā, Raising your joined palms—paggaṇhitvāna añjaliṁ; What are you hoping for, Āsīsamānarūpova, That you have come here?” kissa tvaṁ idha māgato”.

“What has been laid down in the two Monastic Laws, “Dvīsu vinayesu ye paññattā, Which come up for recitation on the observance days—Uddesaṁ āgacchanti uposathesu; How many training rules do they have? Kati te sikkhāpadā honti, In how many towns were they laid down?” Katisu nagaresu paññattā”.

“Your approach is excellent, “Bhaddako te ummaṅgo, You question sensibly; yoniso paripucchasi; And so I will tell you, Taggha te ahamakkhissaṁ, According to your skill. yathāsi kusalo tathā”.

What has been laid down in the two Monastic Laws, “Dvīsu vinayesu ye paññattā, Which come up for recitation on the observance days—Uddesaṁ āgacchanti uposathesu; They are three hundred and fifty, Aḍḍhuḍḍhasatāni te honti, Laid down in seven towns.” Sattasu nagaresu paññattā”.

“In which seven towns were they laid down? “Katamesu sattasu nagaresu paññattā, Please tell me this; Iṅgha me tvaṁ byākara naṁ; And after attending carefully to your explanation, Taṁ vacanapathaṁ nisāmayitvā, We will practice for our own benefit.” Paṭipajjema hitāya no siyā”.

“They were laid down at Vesālī, at Rājagaha, “Vesāliyaṁ rājagahe, At Sāvatthī, at Āḷavī; sāvatthiyañca āḷaviyaṁ; And at Kosambī, and in the Sakyan country, Kosambiyañca sakkesu, And also among the Bhaggas.” bhaggesu ceva paññattā”.

“How many were laid down at Vesālī? “Kati vesāliyaṁ paññattā, How many were pronounced at Rājagaha? kati rājagahe katā; How many were there at Sāvatthī? Sāvatthiyaṁ kati honti, How many were pronounced at Āḷavī? kati āḷaviyaṁ katā”.

How many were laid down at Kosambī? “Kati kosambiyaṁ paññattā, How many were spoken in the Sakyan country? kati sakkesu vuccanti; How many were laid down among the Bhaggas? Kati bhaggesu paññattā, Please tell me, the one who has asked.” taṁ me akkhāhi pucchito”.

“Ten were laid down at Vesālī, “Dasa vesāliyaṁ paññattā, Twenty-one pronounced at Rājagaha; Ekavīsa rājagahe katā; And two hundred and ninety-four, Chaūna tīṇisatāni, Pronounced at Sāvatthī. Sabbe sāvatthiyaṁ katā.

Six were laid down at Āḷavī, Cha āḷaviyaṁ paññattā, Eight pronounced at Kosambī; aṭṭha kosambiyaṁ katā; Eight spoken in the Sakyan country, Aṭṭha sakkesu vuccanti, And three laid down among the Bhaggas. tayo bhaggesu paññattā.

Those laid down in Vesālī, Ye vesāliyaṁ paññattā, Listen to them as they truly are: te suṇohi yathātathaṁ; Sexual intercourse, person, super, Methunaviggahuttari, And extra, black. atirekañca kāḷakaṁ.

True, a meal before another, Bhūtaṁ paramparabhattaṁ, With tooth cleaner, naked ascetic; dantaponena acelako; And abuse from the nuns—Bhikkhunīsu ca akkoso, These ten were pronounced at Vesālī. dasete vesāliyaṁ katā.

Those laid down at Rājagaha, Ye rājagahe paññattā, Listen to them as they truly are: Te suṇohi yathātathaṁ; Stealing at Rājagaha, Adinnādānaṁ rājagahe, Two on charging, and also two on schism. Dve anuddhaṁsanā dvepi ca bhedā.

Sarong, money, thread, Antaravāsakaṁ rūpiyaṁ suttaṁ, And with complaining, having almsfood prepared; Ujjhāpanena ca pācitapiṇḍaṁ; A group meal, and at the wrong time, Gaṇabhojanaṁ vikāle ca, Visiting, bathing, less than twenty. Cārittaṁ nahānaṁ ūnavīsati.

And the two undetermined offenses, Aniyatā ca dve honti, Twenty-four offenses entailing relinquishment; nissaggiyā catuvīsati; And one hundred and fifty-six, Chapaññāsasatañceva, Minor offenses were spoken. khuddakāni pavuccanti.

Those laid down at Kosambī, Ye kosambiyaṁ paññattā, Listen to them as they truly are: te suṇohi yathātathaṁ; A large dwelling, difficult to correct, Mahāvihāro dovacassaṁ, Evasive, door, and with alcohol; aññaṁ dvāraṁ surāya ca; Disrespect, legitimately, Anādariyaṁ sahadhammo, The eighth is with a milk drink. payopānena aṭṭhamaṁ.

Those laid down among the Bhaggas, Ye bhaggesu paññattā, Listen to them as they truly are: te suṇohi yathātathaṁ; They lit a fire to warm themselves, Samādahitvā visibbenti, Soiled with food, containing rice. sāmisena sasitthakaṁ.

The four offenses entailing expulsion, Pārājikāni cattāri, And seven offenses entailing suspension; saṅghādisesāni bhavanti; Eight offenses entailing relinquishment, Satta ca nissaggiyāni, And thirty-two minor offenses. aṭṭha dvattiṁsa khuddakā.

Two blameworthy offenses, and three on training—Dve gārayhā tayo sekkhā, Fifty-six training rules; chappaññāsa sikkhāpadā; Laid down at six towns, Chasu nagaresu paññattā, By the Buddha, the Kinsman of the Sun. buddhenādiccabandhunā.

2. The four kinds of failure 2. Catuvipatti

“What we have asked, you have answered, “Yaṁ taṁ pucchimha akittayi no, All is explained, not otherwise; Taṁ taṁ byākataṁ anaññathā; I wish to ask you another question—please tell me this: Aññaṁ taṁ pucchāmi tadiṅgha brūhi, Serious, and light, curable; Garuka lahukañcāpi sāvasesaṁ; Incurable, and grave, minor, Anavasesaṁ duṭṭhullañca aduṭṭhullaṁ, And those that are ‘after the third’. Ye ca yāvatatiyakā.

In common, not in common, Sādhāraṇaṁ asādhāraṇaṁ, The ways that failures are settled—Vibhattiyo ca yehi samathehi sammanti; Please explain all these too, Sabbānipetāni viyākarohi, And we will listen to you.” Handa vākyaṁ suṇoma te”.

“There are thirty-one serious ones, “Ekatiṁsā ye garukā, And eight here are incurable; Aṭṭhettha anavasesā; Those that are serious are grave, Ye garukā te duṭṭhullā, Those that are grave are failures in morality; Ye duṭṭhullā sā sīlavipatti; Offenses entailing expulsion, offenses entailing suspension—Pārājikaṁ saṅghādiseso, They are called ‘failure in morality’. ‘Sīlavipattī’ti vuccati.

Serious offenses, offenses entailing confession, Thullaccayaṁ pācittiyā, Offenses entailing acknowledgment, offenses of wrong conduct; Pāṭidesanīyaṁ dukkaṭaṁ; Offenses of wrong speech, Dubbhāsitaṁ yo cāyaṁ, And whoever calls another names for fun—Akkosati hasādhippāyo; This is considered failure in conduct. Ayaṁ sā ācāravipattisammatā.

Holding on to distorted views, Viparītadiṭṭhiṁ gaṇhanti, Preferring what is contrary to the true Dhamma; Asaddhammehi purakkhatā; Misrepresenting the Awakened One, Abbhācikkhanti sambuddhaṁ, Being foolish, enveloped in delusion—Duppaññā mohapārutā; This is considered failure in view. Ayaṁ sā diṭṭhivipattisammatā.

When, to make a living—having bad desires, overcome by desire—one claims to have a non-existent superhuman quality; when, to make a living, one acts as a matchmaker; when, to make a living, one says, ‘The monk who stays in your dwelling is a perfected one;’ when, to make a living, a monk eats fine foods that he has requested for himself; when, to make a living, a nun eats fine foods that she herself has asked for; when, to make a living, one eats bean curry or rice that one has requested for oneself—Ājīvahetu ājīvakāraṇā pāpiccho icchāpakato asantaṁ abhūtaṁ uttarimanussadhammaṁ ullapati, ājīvahetu ājīvakāraṇā sañcarittaṁ samāpajjati, ājīvahetu ājīvakāraṇā ‘yo te vihāre vasati, so bhikkhu arahā’ti bhaṇati, ājīvahetu ājīvakāraṇā bhikkhu paṇītabhojanāni attano atthāya viññāpetvā bhuñjati, ājīvahetu ājīvakāraṇā bhikkhunī paṇītabhojanāni attano atthāya viññāpetvā bhuñjati, ājīvahetu ājīvakāraṇā sūpaṁ vā odanaṁ vā agilāno attano atthāya viññāpetvā bhuñjati. this is considered failure in livelihood. There are eleven ‘after the thirds’, Ekādasa yāvatatiyakā, Listen to them as they truly are: Te suṇohi yathātathaṁ; A nun who takes sides with one who has been ejected, Ukkhittānuvattikā, Eight ‘after the thirds’; Aṭṭha yāvatatiyakā; Ariṭṭha, and Caṇḍakālī—Ariṭṭho caṇḍakāḷī ca, These are those ‘after the thirds’.” Ime te yāvatatiyakā”.

3. To be cut down, etc. 3. Chedanakādi

“How many on ‘to be cut down’? “Kati chedanakāni? How many on ‘to be destroyed’? Kati bhedanakāni? How many on ‘to be stripped’? Kati uddālanakāni? How many on ‘no other, he commits an offense entailing confession’? Kati anaññapācittiyāni?

How many on ‘the monks have agreed’? Kati bhikkhusammutiyo? How many on ‘what is proper’? Kati sāmīciyo? How many on ‘at the most’? Kati paramāni?

How many on ‘knowing’? Kati jānanti paññattā, Were laid down by the Buddha, the Kinsman of the Sun?” buddhenādiccabandhunā”.

The thirty offenses entailing relinquishment, Nissaggiyāni tiṁseva, And ninety-two minor offenses; dvenavuti ca khuddakā; The four offenses entailing acknowledgment, Cattāro pāṭidesanīyā, The seventy-five rules to be trained in. pañcasattati sekhiyā.

The eight offenses entailing expulsion, Pārājikāni aṭṭha, There are seventeen offenses entailing suspension; Saṅghādisesāni bhavanti sattarasa; The thirty offenses entailing relinquishment, Nissaggiyāni tiṁseva, And one hundred and sixty-six; Sataṁ saṭṭhi cha ceva; Are called minor offenses. Like a withered leaf, like an ordinary stone that has broken in half, Paṇḍupalāso puthusilā, Like someone with their head cut off; sīsacchinnova so naro; Like a palm-tree with its top cut off, Tālova matthakacchinno, They are incapable of growth. aviruḷhī bhavanti te.

Twenty-three offenses entailing suspension, Tevīsati saṅghādisesā, Two undetermined offenses; Dve aniyatā; Forty-two offenses entailing relinquishment, Dve cattārīsa nissaggiyā, One hundred and eighty-eight offenses entailing confession; Aṭṭhāsītisataṁ pācittiyā; Twelve offenses entailing acknowledgment, Dvādasa pāṭidesanīyā.

Seventy-five rules to be trained in. Pañcasattati sekhiyā, They are settled through three principles for settling legal issues: tīhi samathehi sammanti; In the presence of, and with the admission of, Sammukhā ca paṭiññāya, And through covering over as if with grass. tiṇavatthārakena ca.

5. The offenses entailing expulsion, etc. 5. Pārājikādiāpatti

“It is said, ‘An offense entailing expulsion’. “Pārājikan”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; When one has fallen away, offended, and fallen down, Cuto paraddho bhaṭṭho ca, Removed from the true Teaching, saddhammā hi niraṅkato; And excluded from the community there—Saṁvāsopi tahiṁ natthi, This is why it is called that. tenetaṁ iti vuccati.

It is said, ‘An offense entailing suspension’. “Saṅghādiseso”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; Only the Sangha gives probation, Saṅghova deti parivāsaṁ, Sends back to the beginning; mūlāya paṭikassati; Gives the trial period, and rehabilitates—Mānattaṁ deti abbheti, This is why it is called that. tenetaṁ iti vuccati.

It is said, ‘An undetermined offense’. “Aniyato”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; Undetermined, not determined, Aniyato na niyato, An undecided rule; anekaṁsikataṁ padaṁ; It is one of three cases—Tiṇṇamaññataraṁ ṭhānaṁ, It is called, ‘An undetermined offense’. “aniyato”ti pavuccati.

It is said, ‘A serious offense’. “Thullaccayan”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; The one who confesses to instigating another, Ekassa mūle yo deseti, And the one who agrees to it—yo ca taṁ paṭigaṇhati; There is no offense like that. Accayo tena samo natthi, This is why it is called that. tenetaṁ iti vuccati.

It is said, ‘An offense entailing relinquishment’. “Nissaggiyan”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; In the midst of the Sangha, in the midst of a group, Saṅghamajjhe gaṇamajjhe, Or just one with one; ekasseva ca ekato; One relinquishes and then confesses—Nissajjitvāna deseti, This is why it is called that. tenetaṁ iti vuccati.

It is said, ‘An offense entailing confession’. “Pācittiyan”ti yaṁ vuttaṁ, Listen to it as it truly is: Taṁ suṇohi yathātathaṁ; One drops the wholesome, Pāteti kusalaṁ dhammaṁ, Misses the noble path; Ariyamaggaṁ aparajjhati; Having a deluded mind—Cittasammohanaṭṭhānaṁ, This is why it is called that. Tenetaṁ iti vuccati.

It is said, ‘An offense entailing acknowledgment’. “Pāṭidesanīyan”ti yaṁ vuttaṁ, Listen to it as it truly is: Taṁ suṇohi yathātathaṁ; An unrelated monk, Bhikkhu aññātako santo, Whatever food she has obtained with difficulty; Kicchā laddhāya bhojanaṁ; Should he receive it himself and eat it, Sāmaṁ gahetvā bhuñjeyya, It is called blameworthy. “Gārayhan”ti pavuccati.

When eating at an invitation, Nimantanāsu bhuñjantā chandāya, And a nun there gives directions based on favoritism; Vosāsati tattha bhikkhuniṁ; If they eat there without having stopped her, Anivāretvā tahiṁ bhuñje, It is called blameworthy. “Gārayhan”ti pavuccati.

Going to a family that has faith, Saddhācittaṁ kulaṁ gantvā, But is poor with little wealth; appabhogaṁ anāḷiyaṁ; If one eats there without being sick, Agilāno tahiṁ bhuñje, It is called blameworthy. “gārayhan”ti pavuccati.

If anyone stays in a wilderness, Yo ce araññe viharanto, That is risky and dangerous; sāsaṅke sabhayānake; And they eat there without making it known, Aviditaṁ tahiṁ bhuñje, It is called blameworthy. “gārayhan”ti pavuccati.

An unrelated nun, Bhikkhunī aññātikā santā, Whatever belongs to others—Yaṁ paresaṁ mamāyitaṁ; Ghee, oil, honey, syrup, Sappi telaṁ madhuṁ phāṇitaṁ, Fish, meat, milk, and curd—Macchamaṁsaṁ atho khīraṁ; If she herself asks for them, Dadhiṁ sayaṁ viññāpeyya bhikkhunī, She has committed a blameworthy act in the instruction of the Accomplished One. Gārayhapattā sugatassa sāsane.

It is said, ‘An offense of wrong conduct’. “Dukkaṭan”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; Offended, and failed, Aparaddhaṁ viraddhañca, Faltered, and what is badly done. khalitaṁ yañca dukkaṭaṁ.

Whatever people do that is bad, Yaṁ manusso kare pāpaṁ, Whether in public or in private; āvi vā yadi vā raho; They declare to be wrong conduct. “Dukkaṭan”ti pavedenti, This is why it is called that. tenetaṁ iti vuccati.

It is said, ‘An offense of wrong speech’. “Dubbhāsitan”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; Wrong speech, wrong utterance, Dubbhāsitaṁ durābhaṭṭhaṁ, Whatever sentence is defiled; saṅkiliṭṭhañca yaṁ padaṁ; And condemned by the wise—Yañca viññū garahanti, This is why it is called that. tenetaṁ iti vuccati.

It is said, ‘To be trained in’. “Sekhiyan”ti yaṁ vuttaṁ, Listen to it as it truly is: taṁ suṇohi yathātathaṁ; For a trainee who is training, Sekkhassa sikkhamānassa, Following the straight path, ujumaggānusārino.

This is the beginning and the right conduct, Ādi cetaṁ caraṇañca, With a controlled and restrained mouth—mukhaṁ saññamasaṁvaro; There is no training like this. Sikkhā etādisī natthi, This is why it is called that. tenetaṁ iti vuccati.

It rains on what’s concealed, Channamativassati, Not on what’s revealed; vivaṭaṁ nātivassati; Therefore, reveal the concealed, Tasmā channaṁ vivaretha, And it won’t be rained upon. evaṁ taṁ nātivassati.

The forest is the destination of deer, Gati migānaṁ pavanaṁ, The air is the destination of birds; Ākāso pakkhinaṁ gati; Non-existence is the destination of phenomena, Vibhavo gati dhammānaṁ, Extinguishment is the destination of a Perfected One.” Nibbānaṁ arahato gatīti.
